MPI Topologies exercise.  Due March 13.

" Write a program which will construct a virtual topology in the form of a
graph. This will contain 10 processors and has the same structure as the
Peterson topology as given in the sheet.

Each proceesor has an integer associated with it. These numbers are in
the table below...

6 -22
7 15
8 -63
9 9
10 -20

After you have constructed the topology using the topology creation
functions enhance your program such that using topology utility functions
calculate the average of the number at each processor and all its one hop
neighbors.
