A Hong Kong court ruled that the prison service's practice of removing the horse-racing sections from inmates' newspapers violated their human rights. Plano, Texas, teenagers raised more than $600 in donations by collecting a "gawking fee" from motorists who drove past the burned remains of their neighbor's house. A Kenyan cook who had been mute since birth was able to speak after a drunken brawl. "I started to ask myself who could have hit me when I heard myself speak," he said. POLICE BLOTTER Recent Police Activity Kent Police 24100 block, Pacific Highway South -- An assistant manager and a clerk at a tropical-fish store began arguing about the length of the clerk's lunch break when the assistant manager allegedly punched the clerk in the forehead. A scuffle ensued in which both employees were shoved into fish tanks, causing a shower of water, glass and fish onto the floor. The assistant manager was cited on suspicion of assault.
